100% possible with current steam key offerings I believe, it’s just a highly manual process.

A very manual process. Unless they can get greenlit from valve to have API access to the steam key system it would mean they would need to go in and manually deactivate keys that are not redeemed per batch.

I'm more surprised steam doesn't offer the feature built in to be honest.
