Honestly, by the time such a thing happens, it's very likely as well that ambitious, smarter leadership were quick to grasp the reigns months or years in advance, so that there is some semblance of local governance when the hegemony disappears.
What's as likely to happen is that American becomes it's own Triumvirate with leaders ruling over seperate areas that rely oj each other for survival.
