MODERATORS
Greenhouse subsidies everywhere for moderately stable zones. Eminent domain if a potential plot has a relatively stable climate. And bioreactors to grow raw protein/carbs/vitamins.
Food won't be nutrient dense or full of the exotic compounds from organically grown stuff, but we should be able to keep citizens from going hungry and assist some refugees.
The fucking pain of it all is that nobody is reducing military budgets when food gets scarce, because food is scarce so it's the best time to strike.
