Trying to push people to use the space Nazi network rather than laying the fiber connection to ensure quality connections. These cables can be supplemented with transmission towers in regions where laying the cable is impractical.

When you realize these low orbital system have to continuously launch forever you see it is an enormous waste of resources compared to laying a cable.
