Librarians are quite free to do the same in their time off same as this guy. Unless youre suggesting the guy was on the clock?
That was my interpretation, but he could just be another guy at the library.
Why he hardly seems to have been disruptive in anyway?
Because if everyone is stoned out of their mind, there is no one left to answer questions like this i mean
