I heartily agree Europe should step up the speed, but for a lot of government systems it is not so easily done. Metric shit tons of legacy data, legacy apps and legacy connections to the outside world that need to be kept alive will heavily impede the changes.
Of course, Microsoft and other companies like Oracle absolutely designed it this way, but the fact remains - it is a very difficult task.
They designed it this way indeed. And on top of that, politicians then (just like today) were not capable nor competent to think enough ahead.
