A project of this scope and available funding being completely frozen for 4 months (the article isn't new and as far as I could find out the submissions still aren't being accepted) does kind of sound like abandonment. Why are you certain it's not?
I think it's going to be used as the only source of information in the end. Just intuition, but it's what I think.
