Believe it or not, yes. I have quite cold water in my cold water lines, especially during the Swedish winter, and have no trouble using my bidet year round.
You just don't have that much temperature sensation there.
Don't fret, I had a flatmate back in college who's girlfriend drunkenly mentioned at one of our parties that his touched the water when he sat on the toilet —and his reaction to this was more proof than anyone wanted. 😵

My testicles are very close to my bum and I know from experience in swimming pools that they are quite sensitive to cold water, thank you very much.
They are reasonably close for me as well, they do get a bit splashed when using the bidet.
It's really not that bad.
You'd be aiming the bidet way off-target, if that's the worry.
I'd be aiming blind, and as I get older I find my balls have a knack for finding the water as it is.
