I don't believe it was intentional but adding on "a low-income Black city" feels unnecessary.

Like, sure, that is likely the reason the administration is utterly uninterested in helping. But its addition will just fuel diversions by racist, e.g. "well, why are they 'low-income'? Maybe those blacks should just get to work instead of waiting for handouts."

Just saying a US city is without power for 2 weeks should be damning enough.
