Kinda like when they "dropped off" that guy who didn't speak English and didn't have a phone or his wallet outside a closed Dunkin Donuts in the middle of a freezing night wearing summer clothes - who could possibly have foreseen that he'd freeze to death?!
Or the innocent man they were forced to bring back from El Salvador.

I'd reason they did grasp the risks. Very well.
It looks like they are conflating two incidents. There was another involving a blind man and a closed dunkin donuts.
