I am directly quoting the article. Did you see that Kennedy says this about foodborne illnesses, when the article is about measles?
He said the measles deaths were fake and blamed it on foodborne illnesses.
The thing after the headline is called a subheadline. A “byline” is the author’s name. Hence “by” line.
