Walmart plans for extraordinarily high turnover. If the median worker is there longer than a year, they are overpaying for labor. If less than a year, they'll bring on new workers at higher rates than their experienced workers. Why give the experienced people higher pay when they've proven they will stay on at less?

Walmart is one of the scummiest employers on the planet, and they have an outsized influence on the rest of the labor market.
