He's following up here on a threat to "will stop trade IF federal reserve doesn't lower interest rates", with "Stopping trade is the best idea ever under any circumstance". What has yet to crystalize into Canadian establishment/military policy is that Trump thinks part of the best idea ever is "Making Canada cease to exist".
The big problem that 9/11 solved for those who wanted US to go to war with Iraq was $10/bbl oil prices, under Clinton and bush43.
