The trouble is that the legal system is required to enforce any of that, and the billionaires have unlimited legal resources; politicians need to enact those laws, and their influence and support can be bought.
To have hope of it suceeding there would need to be overwhelming popular support. And while most people alive know that what's currently happening in the world needs to change - many disagree on what that change should look like (because they're misinformed or ignorant). It might take decades to change their minds, and the billionaires own the media..
100%, on a historical, societal level.
Trouble is presently there's no accountability for them, zero they can't buy their way out of. They think they're untouchable, and they're honestly not wrong.
I think they need to be touched. A lot. And hard.
Given the urgency, I don't much care about the mode or method.
