Seems like some context is important here … they have an elementary school with unused floors and are trying to consolidate another school into that.

That doesn’t sound as bad, but admittedly I only translated the first few paragraphs, and don’t know the rest of the story

The unused one has been deemed not up to snuff by the courts while the one they want to demolish is currently in use and has been recently improved (accessibility for disabled people things) using EU funds. Plus there's the whole problem that como does have traffic problems and can't easily build more roads or larger one (ancient city with mountains on one side and the lake on the other) so building more parking would bring more cars in an already congested situation.
