It's not the murder's fault they murder! The person they murdered must have been doing something wrong.

But of course nobody will dig that deep.

Murders are symptoms too. In some comfortable to live places the amount of murders is somehow lower. Don't you think it would be nice to investigate the situation or you think that prosecuting murderers is completely enough? It isn't THAT deep, but not many are willing to dig even that shallow layer of dust.
