The legal system operates on the bullshit proposition that he's only guilty if a "reasonable person" would believe he was actually offering the money.
The problem is none of his followers are reasonable.
This is one of the tools in the principle of "WE (i.e. the Epstein class) can do whatever we want, it is up to YOU (the plebs) to not fall for it"
This is how Muricans get outright lies peddled as "news" but it's OK because no "reasonable person would believe our bullshit" so we can continue to do it... Or we can make the plastic classification logo look like a recycling logo because "no reasonable person would be stupid enough to confuse them"... and so on
