Ironically, you could almost argue that what he's proposing is a sort of social programーjust an extremely clunky and ill-conceived (and likely illegal) one.
It is wildly illegal. Would be great if this crime finally did him in.
Elon didn't get jail time or fined. When you're famous, they let you do it, as he said.
