In Stargate Atlantis S3E15 "The Game", we learn that when Rodney unintentionally became the Oracle to this village, he influenced them a lot to be more like him and what he likes/dislikes. Changing their flag, making them suddenly fear citrus, etc. When we meet one of the villagers, she has a hairstyle that is very similar to what we had seen in his character creation sequence.

The character that he created in that montage, sure, it was implied that she was based on Sam. But Nola was certainly not created by Rodney at all. At best, Rodney just influenced her fashion sense.
