Wine acts as if it has admin on the Windows side, but that's unrelated to admin on the Linux host, very likely wine is just running with user privileges there.
You are misunderstanding him. Wine has not implemented any UAC dialogue like windows; when the application requests it, it just gets "elevated" as if the user had pressed that UAC button under windows; but Wine does this automatically, as there is no need for something like that.
