And if you don't know the rate on that network you can't put a value on the "free" Kws. Like if your went to McDonalds with a coupon for a free burger, but you can not find out how much a burger is you can't really put a dollar value on that coupon.

50kWh cost $31.50, so we do know the rate.... So the rate is $1.59 per kW.
