I too sometimes take pics of flowers I see, so I can see that reason as being credible
It just seemed too organised
stand, take a photo of house number where there are no plants, then take pics of plants
why take photos of house numbers
I don't think you were over-reacting at all. Could be a number of explanations, but the fact that she pixed house numbers seems very sus to me too. If she comes back, take a picture of her and send an email to the local cop shop just in case. . Funny how people like taking pix but don't like being pixed back.
Too many sus things
Might be planned to snitch pot plants for re-sale at a market up the country. It's been known to happen. As has people nicking flowers from cemeteries for the same purpose.

and casing for pot plants is not something you can do from a drive by, you have to see behind front fences
And then send your teenage sons around with a van to do the actual snitching.
