A dumb one, as in not connected. You can get an OBD add-on for $100 US that will connect to home assistant.

OBD ports were not designed as IO ports. OBD plugins can cause parasitic draws, fires and fry the ECU.
Huge portions of the auto industry use them as such, including rental companies and insurance carriers.
I think I'll take the actions of the people who actually pay money based on those consequences rather than a rando on the internet.

I wish it were that easy but I need an EV which all have services live. Removing the sim causes performance issues
OBD is not a good solution for this. These devices can crash/fail and cause problems. It's just not reliable enough.
