It's not nothing not least because it's weird they had it specifically listed in the first place and then felt the need to keep that specification when updating the guidelines, but it's not nearly as dramatic as some of the memes make it out to be. The FBI updated their hiring guidelines and removed several things from automatic disqualification; among them, prostitution/sex work, Marijuana use & beastiality. They've all been adjusted 'down' in severity, so now you're allowed to explain the situation (up to some limits, beyond which is still automatic disqualification).
Does that include couches?
Perhaps they need exceptions for some particular candidates that they really want working there?
Well the weed one is obvious, I guess that's an exception they need for 80%+ of their employees (it's not "do you smoke weed" but "have you literally ever"). In the past it could be "don't ask don't tell" but now they know everything about you through the surveillance apparatus...
