This kind of illusion is autostereoscopic 3D, it works a bit like the 3DS did but instead of a physical parallax barrier you're kind of gaslighting your brain's visual system into processing the image 'wrong' in a way which produces the stereoscopic effect.

You have to relax your eyes completely, don't try and see anything consciously or you'll focus normally. There's a bit of a knack to it, apparently bright light helps but to be honest I never saw them until one time after totally relaxing my eyes it just 'clicked' and I could do it after that. The illusion is quite sensitive to the distance between your eyes and the pattern, you have to be quite close and the exact distance seems to vary for me.
