I had a quick read about it within my country and it is legal, but only if a veterinarian deems a female dog (for example) not to be able to reproduce in a natural way with another male dog.
So it seems they try to use natural Intercourse asfar as it goes before AI is needed and even then, a vet has to declare it's okay on every animal separately.
Though was a bit unclear on how it worked on an industrial level. During the years, the laws tightened from just needing some experience to actually needing a vet with a certain insemination subject within his/her grades when finishing university. So it gets stricter as time goes on ^^
Hope it'll get better in america. The world can only develop as fast as the slowest person.
Neither practice is exactly great, to be clear. The industry does not exactly take cows, pigs, sheeps attempt to say no to mating into account no matter them method. When it's not artificial insemination, they're still holding them down to keep them from leaving
