I think he means "we the country as a whole" buy for 2 billion dollars from Brazil, then add costs and profit margins; instead of "we the consumers" spend 2 billion dollars buying bananas from resellers, who have already added costs and profit margins. But it doesn't really matter, he just says whatever to get what he wants. Whether it's true or makes sense is not relevant to him.
