So the expensive infrastructure for DPI that that takes, who's going to pay for that? And just where are you going to buy it? China?
Honestly, they're likely already doing it for surveillance of their citizens anyway.
Surveillance is cheap, filtering/blocking with DPI is not, and has plenty of false positives, see Russia.
