Doesn't matter what culture you are talking about, basically all of them do it. Joking about how "no actually my culture hates food and family" is a sort of sarcastic subversion and implies that the person telling the joke is like an alien or something. This meme is yet a third tier of the joke because it highlights parts of europe with a reputation for bland or off-putting food and people who don't show affection obviously and implies that they actually do hate food and family, subverting the subversion.
