You just proved their point. Article 49 opens with

Any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union.

Which, yeah, does say they must be European, but as far as I can tell the term "European" isn't further specified

it is meaningless because it isn't defined.

edit: I'm not saying Canada is European, I'm just saying that there's some room for interpretation

'European' in this article clearly refers to a system of values.

Canada is a former French and British colony. One could argue that the country is of European descent.
