Those are yearly CDC statistics for the US. Those wouldn't have been evenly distributed across the US population, so your other response about "needing to have had 700 friends" is a non-sequitur; population statistics don't apply to individuals.
I really don't know what you're trying to argue here - are you denying that the AIDS crisis happened?
