Are you in the US?
They all gave their own heating elements to adjust the water temp, but they take time to heat up those couple of gallons and the elements design isn't as efficient as a home water heater, so the cycle length is shorter if using hot water and the energy is more efficient than begining each cycle with cold.
Nope, I am a Swede.
Most places outside US will still just plumb into the cold water side instead of the hot. It's a bit less important because the 230v 50gz electric grid most of Europe uses is faster at heating water than the 120v 60hz electric grid in the US.
