Yes but that's not what you want as a dictator.
If you're a dictator of a heavily sanctioned country, you may consider autonomy as one of the priorities. Also, given the current relations, you can make GPL unenforceable and turn Linux into a dictator's paradise. Take Red Star OS as an example. This is Linux, too!
