It's just looking at some basic information like "tags" that may appear in both unrelated games of different styles and genres. Example if a game shares 3 or more broad tags like "gore, violent, indie" then Steam will recommend games with such tags. Depends what is in your pool of played games as well.
For me the recommendations were: "GTA 4" and "Goat Simulator"
