Doesn't look like it, It doesn't have the other crossbar at 90 degrees. It does give me spinning wheel vibes though, I bet it does have something to do with yarn.

From the Wikipedia article:

Either one of the crossbars will have a flat edge to allow the skein to slide off, or will be completely removable.

Maybe it's missing its removable crossbar?

Doesn't look like it has any features to engage with such a thing. I don't see any obvious bolt holes or empty mortises, so I think we're seeing the complete implement.

As the shaft is tapered towards the other end, the second crossbar wouldn't hold in place.
