is the car even illegally parked? no painted curb or signs in sight, and the car doesn't seem to be overlapping with the hydrant at all.

That'll depend on where you live. Without painted curbs I'd rely on the physical indicators. In this case the bollards in front of it. Car is outside the shown limits so I'm guessing this is legally parked and they just wanted a video.
Absolutely 100% not legally parked. Whether curbs are marked or not, you can't park that close to a hydrant. 15ft is usually the standard minimum across the US.
The bollards aren't marking anything theyre protecting the hydrant from cars
Seems like painting the curb would be an obvious move from a city planning perspective.
Painted curbs don’t last where it snows. Plows fuck em right up, so why waste the money.
