The rationale is interesting. I'm glad they kept the logo as it's recycling ♻️

I'm sorry, I was mixing up Nura with GrapheneOS. Since Graphene is modified Android I wondered if there might be an issue. But since Nura is not Android my question doesn't make much sense.

Totally fair, not super hard to mix up. To answer the question from what I've seen both Graphene and Lineage are not including the code to box out non credited apps. But they don't have a large enough user base to keep the devs motivated if I had to guess

That's not the reason. The app verification daemon is part of the Google Services, not of AOSP. Even if Graphene and Lineage wanted to ship it, they legally couldn't for the same reason they don't ship the playstore. But as soon as you install the playstore manually, which is possible, you'll get the verifier service, too.

is it just for installing Plath store with Google play services? I used a helper script to get waydroid with microg set up on my Linux phohe, and it preinstalled the play store apps instead of one of the alternatives. I haven't noticed anything yet, but just to be safe....

You can check yourself. If the Android Developer Verifier App is installed then you have it
