We recognize both systems so that government is not metric. Freedom units are still primarily used over metric. Metric is used in science and academia over Imperial.

I actually don't think that the biggest barrier is the average American. I think the barrier is the logistics of replacing millions of signs and other material.

Federal agencies are expected to use the metric system, even if not all of them do. Don't they? That is not quite "we recognize both systems"

I disagree with the obstacles, the main obstacle is politics. The US was already on its way and the rrason it is not to the largest part metric is Reagan. And if replacing signs is such an issue, something countlesd developing and developed nations have managed just fine, that would raise some serious questions.
