She probably thought that graduating law school meant she was a lawyer and only recently learned that the Bar Exam is a thing. She's the kind of lawyer who advised Michael Scott that yelling "bankruptcy" is declaring bankruptcy.
She knows about the bar. She just can't pass it.

Why are you so interested in compentcy and qualifications? We are back to cronyism / the spoils system. It worked really well for people that were unskilled grifters in the past. It's high time those people had another day in the sun.
