Maybe agree on a smokes allowance or weekly allowance, iow, do good budgeting so it's not just coming out of general expenses
or have some kind of smokes diet
Budget isn't the issue, it's avoiding dry socket disease. That sounds like a very awful sort of pain.
patch- nicotinell are cheap as fuck - and start while he's drugged up so he's mostly gonna sleep and not have the desire to suck on them.
