Nearly four decades on this world and I've met maybe a handful of men who do that.
I can't prove it, but it seems like they all do it when they're comfortable in their environment... Eventually.

There are many factors that determine behavior, but this seems like it's more specific to certain age/socioeconomic ranges and probably more regional.
Just a preface to say: I've met plenty, grew up with some, and see a couple every day walking around with their hand in their pants, clearly just caressing their junk.
