She magically appears right before an election, siphons votes, then magically disappears again after the election

Why can't the "smartest people in the room" change the voting system to remove or lessen the spoiler effect? You say it happens every election, so why dont democrats get ahead of the "problem" by making these crucial electoral reforms?
