What is even happening why both lane is going at the same time?

Green signal means you may make a left turn through the opposite lane but must yield to oncoming traffic. This guy either misjudged the gap or just didn't look.

Given the light for the camera goes green pretty quick after the collision, the person on the left probably ran the light. Still the turners fault for not verifying it was clear.
