the damage to his Williams was such that the team have had to build up what the stewards consider a new car for him. [...] it means the American rookie not only has to start from the pit lane, but also receives a 10-second time penalty.

But Will Buxton on pre-race stream said that Williams got penalized for starting work on his car too early?

Either way, hopefully Sargeant's done in F1 after this race. He's basically the reincarnation of Nicolas Latifi.
