Just spitballing an answer here.

Pretty much all electronic communication people receive is, in some way, dependent on private industry. Sure, many places have tornado sirens and stuff, but without details on what those sirens mean we have no idea what to actually do in response. We have emergency alert systems through cell networks, but I'm still at the mercy of my private carrier functioning properly to receive that.
