The veto only applies to security council, not geberal assembly and is a bit of a two edged sword.

But in regards to world police? You're trying to use a drill as a hammer. It's not designed for that.

Ok, UN as a world police. How does that work? What actions do they take now?

a drastic rethink of global politics. Real world economic consequences for failing to uphold to a reinvigorated UN rights charter. Treat rights, healthcare, environment, and liberty as ACTUAL enshrined rights of the charter. ACTUALLY enforce it, dont stand around making speeches that amount to fuck all. You wanna invade a neighbor? No worries! But oh btw your cut off from international trade. You wanna be an authoritarian dictator? Go nuts. But we will have a combined strike force knocking on the door politely asking you come with us to face an international court.

NEVER gonna happen. Totally understand that. Would require countries seceding authority to the UN. And we cant even get this shit working at a country level let alone globally. But this is just my bullshit ideas as neither a geopolitical expert or lawyer, there has to be better options. I refuse to believe we cant do better than what we have now.
