It's actually more dangerous (for the pregnant person) to abort than to deliver at that age. Not saying the punishment makes sense but most babies can survive being born after 22 weeks so it is understandable to classify it as a type of murder or even manslaughter.

Unless the outrage is about the pregnant person being sentenced rather than the one who performed the abortion, in which case no wonder they're so upset

The outrage stems from the potential removal of an 80 year old legal right (legalized abortion in case of rape) and the 20 years sentence, especially if compared to the 8 years sentence for rape. Most of the argument being made against this new law is around child rape victims being forced to give birth since most of them discover they're pregnant very late in the process and the legal and medical burocracy leading to the abortion is rather lengthy.
