first of all, hyprland plays a big role here, so this would be a good thing for that project. out of everything that has been going on lately, this is one of the more interesting ones. arch is also involved, which is a great project too, and it would benefit from this as well. the other stuff you mentioned doesn't trigger me, don't worry.

budgie, cinnamon, and xfce are pretty much stagnant or finished. money would not make a difference there, honestly. cosmic is a different story. they are probably fine without external funding, but a little extra would not hurt.
