That's because when you ask Bing "what's my IP address?" Bing asks Google "what's my IP address?"

This has happened forever. That's not actually Bingbot or whatever it's called, it's just a page result. They're showing you the web results of the IP address site, which they scraped, so the site shows their web scrapers IP. Scraper IPs are all public, Google, Bing, etc maintain a list of them. Here's the same thing with Google:
