Depending on the circumstances, isn't this a legit complaint? If you only use it on private property it doesn't need to be registered, right?

I am giving them the benefit of the don't since I have no further information. I'm sure the police have evidence to disprove this scenario.

I'm gonna go out on a limb and suggest that the vehicle was not on private property when it was towed.

I don't know about the not causing them any problems, it seems like they're constantly complaining about those. But it probably is normal to them once they get into this nonsense.
